Appropriates $6,428,373 from the School for the Blind Fund Account for state operations, including $3,714,437 for regular salaries, $1,363,666 for personal services matching, and operating expenses.

Appropriates $751,399 from federal funds and $424,508 from cash funds for federal operations and cash operations respectively, plus $173,024 for Braille and large print textbooks.

Appropriates $450,000 from cash funds for maintenance and general operating expenses related to demolition and environmental cleanup of an Easter Seals building on school grounds.

Authorizes 17 temporary or part-time "Extra Help" employees and includes special provisions for shift differential pay, summer school compensation, and salary adjustments to meet public school teacher compensation minimums.
