• Allows retirees who decline coverage at retirement due to other employer-sponsored group health insurance to make a one-time election to return to the retiree insurance program upon experiencing a qualifying event or during open enrollment.

• Requires retirees making an election to return to provide proof of continued insurance coverage.

• Authorizes the board to allocate available subsidies to cover retirees making an election to return to the program.
