Amends Arkansas Code § 19-11-222(a) to clarify that the State Procurement Director has exclusive jurisdiction over passenger motor vehicles and trucks, excluding highway construction and maintenance equipment or specialized highway equipment.

Changes item numbering in the procurement statute by removing "Items" and replacing with "Printing, stationery, and supplies" and renumbering subsequent categories.

Adds new subsection (f) to Arkansas Code § 19-11-223 allowing colleges and universities to opt out of state contracts for passenger motor vehicles and trucks if they can procure the same vehicles at the same price from another source.

Requires demonstration to the State Procurement Director that alternative procurement achieves price parity with state contract vehicles before a college or university may decline state contract participation.

Makes the act applicable only to procurement transactions occurring on or after the effective date, with no retroactive application to prior procurement obligations.
