Appropriates $17,484,730 to the Department of Health for tobacco prevention and cessation programs for fiscal year ending June 30, 2014, including $2,017,808 for regular salaries, $50,000 for extra help, and $11,405,398 for tobacco prevention and cessation expenses.

Establishes a maximum of 47 regular employees across various positions including physicians, nurses, health program specialists, and administrative staff, plus authorizes up to 4 temporary or part-time employees.

Authorizes transfer of $500,000 from the Prevention and Cessation Program Account to the Breast Cancer Control Fund to provide state matching share for Medicaid breast and cervical cancer screening and treatment services.

Restricts tobacco prevention advertising from including the name, voice, or likeness of any elected official or their immediate family members.

Declares emergency clause for July 1, 2013 effective date and requires that all funds comply with Initiated Act 1 of 2000 and legislative recommendations contained in budget manuals and Legislative Council or Joint Budget Committee records.
