Establishes maximum of 1,041 regular employees for the Department of Arkansas State Police for fiscal year 2013-2014, with positions ranging from Director ($117,610) to Administrative Specialist I positions at Grade C106

Authorizes up to 20 part-time or temporary "Extra Help" employees at rates not to exceed those in the Uniform Classification and Compensation Act

Appropriates $85,730,710 for State Police Operations, including $46,057,178 for regular salaries, $25,337,592 for personal services matching, and funds for maintenance, operations, travel, professional fees, capital outlay, and covert operations

Appropriates additional funds for various federal programs ($329,965), AFIS system ($4,476,250), criminal background checks ($3,371,064), methamphetamine investigation ($450,070), highway safety programs ($41,638,956 federal and $353,293 state), homeland security ($340,000), and AWIN operations ($6,859,894)

Includes special language authorizing promotional purchases, court awards fund transfers, overtime payments, motor vehicle purchases, uniform employee health insurance reporting, and salary equity adjustments for Corporals and Sergeants effective July 1, 2013
