Appropriates $19,119,162 from the State Central Services Fund for the Secretary of State's operations for fiscal year 2013-2014, including $7,838,000 for regular salaries for 162 employees across 60 position classifications.

Authorizes 45 part-time or temporary employees ("Extra Help") payable at rates not to exceed those provided in the Uniform Classification and Compensation Act.

Appropriates additional federal and state funds for Help America Vote Act programs ($4,683,300 federal and $619,193 state match), election assistance for disabled voters ($161,321), county voting system grants ($1,500,000), and federal voting assistance research ($94,000).

Authorizes the Secretary of State to provide optional additional salary payments to Capitol Police employees with advanced law enforcement certifications above the basic level, ranging from $300 to $1,200 annually depending on certification level.

Requires the Secretary of State to promulgate rules and regulations for voter identification cards and report to the Arkansas Legislative Council on voter ID program expenditures and usage following the next general election.
