Amends Arkansas Code § 27-51-301 to prohibit vehicles from being driven continuously in the left lane of multilane roadways when it impedes the flow of other traffic.

Establishes exceptions allowing left lane use for overtaking and passing, when the right half is closed or unsafe, on three-lane roadways, for one-way traffic, and when preparing to exit on the left.

Authorizes the Arkansas State Highway and Transportation Department to designate specific multilane highways or portions where continuous left lane driving is prohibited except in the enumerated circumstances.

Requires the Department to erect periodic signs along designated highways to notify the public of the left lane prohibition.
