Defines "specialty drug" as a prescription drug requiring special handling, special administration, unique inventory management, high-level patient monitoring, or more intense patient support than conventional therapies

Requires the Arkansas State Board of Pharmacy to determine and prepare a list of specialty drugs and publish it every six months under the Arkansas Administrative Procedure Act

Requires pharmacy benefits managers to designate specialty drugs on formularies only from the board's published list

Allows any licensed pharmacy or pharmacist in the state to fill specialty drug prescriptions if they have a contract with the pharmacy benefits manager, maintain inventory or ready access to the drug, and can comply with special handling and patient support requirements

Prohibits pharmacy benefits managers from requiring specialty drugs to be dispensed by mail order and requires specialty drugs dispensed by retail pharmacies to be reimbursed at the current contractual brand or generic tier rate
