Establishes Medicaid reimbursement rates of 90% of physician rates for advanced nurse practitioners providing services within their scope of practice, or 85% for those at charitable clinics without paying physician collaboration fees.

Requires 100% reimbursement of physician rates for out-of-pocket costs such as laboratory tests, x-rays, and other ordered tests performed by advanced nurse practitioners.

Provides $100 per hour income tax credit (capped at $5,000 annually) for physicians providing medical services at no cost to charitable clinics, with charitable clinics limited to certifying 200 hours per year per facility.

Specifies that advanced practice nurses' scope of practice is determined exclusively by the Arkansas State Board of Nursing and clarifies the bill does not expand their scope of practice.
