Motorboats with valid federal or federally-approved state numbering systems are exempt from Arkansas numbering requirements only if not within the state for more than 90 consecutive days, changing the previous language to clarify this time restriction applies to their presence in-state.

Motorboat dealers and manufacturers must obtain a permit from the Revenue Division of the Department of Finance and Administration to operate under the demonstration and testing exception, with an annual fee of $2.00 per permit.

The Revenue Division may issue identifying certificates of number to motorboat dealers and manufacturers for demonstration or testing purposes, requiring the number be displayed on both sides of the motorboat's bow while operating on Arkansas waters.

Newly purchased motorboats may be operated for up to 20 working days from purchase without numbering, provided the owner or operator carries aboard the bill of sale or proof of purchase with the purchase date, owner information, and hull identification number.

Renumbered existing exception categories from (5) to (5) and (6) to accommodate new permit requirements for motorboat dealers and manufacturers under the demonstration and testing exception.
