AR HB1207

Amends Arkansas Code § 23-3-403 to redefine "energy conservation programs and measures" to include residential, commercial, or industrial insulation; load management and metering equipment programs; and renewable energy technology programs.

Adds a new definition of "smart meter gateway device" as an electric utility meter or component that is located at a consumer's residence or business and serves as a communications gateway to electrical appliances or equipment.

Requires utility companies to implement a commission-approved procedure that allows consumers to refuse installation of smart meter gateway devices at their residence or business.

Prohibits utility companies from charging consumers an additional fee or imposing any additional costs if a consumer refuses smart meter gateway device installation.
