Appropriates $60,582,579 for the Department of Career Education - Arkansas Rehabilitation Services operations for fiscal year 2013-2014, including $20,207,452 for regular salaries and $7,465,419 for personal services matching.

Establishes maximum of 530 regular employees and authorizes 19 part-time or temporary "Extra Help" employees for the department.

Appropriates additional funds for specialized programs: $298,690 for Increasing Capabilities Access Network - Federal; $472,070 for Statewide Disability Telecommunication Equipment Program; $45,000 for People with Disabilities Program; $1,580,000 for Technology Equipment Revolving Loan Program; and $863,400 for Cash Operations.

Authorizes a general waiver of continuing professional education requirements to allow the agency to provide college-level coursework in degree programs for eligible employees to comply with federal Rehabilitation Act requirements.

Establishes a Forgiveness of Student Loan Program for Arkansas Rehabilitation Services counselors with maximum payments of $2,000 per year or $10,000 per employee, funded from rehabilitation program grants not to exceed $80,000 per fiscal year.
