Appropriates $12,641,553 for the Director's Office - Office of Chief Counsel for fiscal year 2013-2014, including $8,402,117 for regular salaries and $177,770 for extra help.

Appropriates $34,350,428 for the Division of Administrative Services for fiscal year 2013-2014, including $13,095,874 for regular salaries and $1,967,600 for data processing services.

Appropriates $1,482,666 for the Division of Community Service and Nonprofit Support for fiscal year 2013-2014, including $905,596 for regular salaries and $2,410,704 in AmeriCorps grants.

Appropriates $7,648,900 for various building construction, renovation, maintenance, and equipment repairs from the DHS Renovation Fund.

Authorizes the DHS Director to transfer funds and positions between divisions with approval from the Chief Fiscal Officer, Governor, and Legislative Council, limited to two reallocation requests per fiscal year and 5% of total appropriations for unforeseen purposes.
