Establishes maximum of 208 regular employees and 18 temporary/part-time employees for the Department of Human Services - Division of Aging and Adult Services for fiscal year 2013-2014.

Appropriates $60,535,291 for personal services and operating expenses, including $9,497,001 for regular salaries, $3,289,049 for personal services matching, and funding for programs including nursing home care alternatives ($7,207,910), nutrition programs ($12,021,770), and senior citizen centers ($10,000,000).

Appropriates $2,700,000 from the Aging and Adult Services Fund Account for Meals on Wheels Program transportation services for the elderly.

Appropriates $70,000 for Arkansas Senior Olympics matching funds on a two-to-one state/local basis and $20,000 for Ms. Senior Pageant expenses.

Authorizes the Department Director to use state funds to match federal funds under Title III and Title V of the Older Americans Act and Social Services Block Grant; declares emergency effective July 1, 2013.
