Reduces the maximum percentage of Solid Waste Management and Recycling Fund that the Arkansas Department of Environmental Quality may use for administrative purposes from 25% to 20% annually.

Eliminates the grant program previously established under Arkansas Code § 8-6-609 that provided assistance to districts and local governments for developing solid waste management plans and recycling programs.

Establishes a new direct distribution system for remaining fund moneys to regional solid waste management districts using two allocation methods: 50% based on planning and development district revenue distribution adjusted by county population, and 50% based on district population ratio to state population.

Changes the department's authority from authorizing "grants" to authorizing "distributions" of fund moneys to regional solid waste management districts.

Removes grant program eligibility requirements, application processes, and reporting requirements that were previously detailed in the repealed section.
