Amends Arkansas Code § 14-61-109 to replace references to "county board of election commissioners" with "governing body" in procedures for determining city ward positions and boundaries

Requires the governing body to divide city territory into wards with substantially equal population based on the most recently published federal census

Mandates reapportionment of wards following each federal decennial census or special census if there has been substantial population change in the wards

Requires candidates for ward positions to be residents of the ward they represent, with voting in ward elections limited to qualified electors residing in that ward unless voters choose otherwise
