Renames the eight regional solid waste planning districts and solid waste service areas created by Acts 1989, No. 870 as "regional solid waste management districts."

Each regional solid waste management board shall be composed of representatives from counties, first-class cities, cities with populations over 2,000, the largest city of each county, and any city holding a board position on or after January 1, 2010 within the district.

County judges and city mayors automatically serve on boards unless they elect to appoint a representative with confirmation by their respective quorum court or governing body.

Boards must have a minimum of five members, with additional members representing the general public appointed by mutual agreement if needed to reach five members.

Board quorum requires a majority of membership in person or by proxy, and any board action requires a majority vote of members present; each board annually selects a chair.
