Creates the "Partnership for Public Facilities and Infrastructure Act" to authorize public-private partnerships for development of qualifying public facilities and infrastructure projects in Arkansas.

Establishes a regulatory framework requiring responsible public entities to adopt guidelines for project selection, financial analysis, and procurement procedures before approving any qualifying projects.

Defines qualifying projects to include ferries, transit facilities, parking, ports, power generation, water/waste treatment, hospitals, libraries, schools, recreational facilities, and similar structures serving public purposes.

Requires private entities to submit detailed proposals including project descriptions, feasibility statements, financing plans, and business case statements, with responsible public entities conducting competitive bidding processes with at least 45-day public notice periods.

Creates the Legislative Task Force on the Partnership for Public Facilities and Infrastructure (up to 20 members) to review issues, monitor case-study projects, and develop model guidelines for implementing public-private partnerships.
