Repeals Arkansas Code § 6-5-405, which previously required professional development on state-supported student financial assistance for superintendents, assistant superintendents, principals, assistant principals, and guidance counselors at schools with grades 7-12.

Reduces administrator professional development requirement on parental involvement from 3 hours to 2 hours annually under § 6-15-1703.

Creates a new professional development schedule (§ 6-17-709) requiring school districts to provide rotating professional development every four school years: mandated reporters training (2013-2014), parental involvement (2014-2015), teen suicide awareness and prevention (2015-2016), and Arkansas history (2016-2017).

Requires initial teaching license applicants to verify completion of professional development in mandated reporters, parental involvement, teen suicide awareness and prevention, and Arkansas history; out-of-state teachers receive provisional licenses until completion.

Declares an emergency effective upon Governor's approval or within the approval period, citing the constitutional obligation to provide adequate education and the need for school districts to prepare for 2013-2014 professional development requirements.
