Prohibits public and private employers from preventing concealed handgun licensees from possessing legally owned handguns locked inside private motor vehicles in employer parking lots.

Bars employers from conditioning employment on whether an employee holds a concealed handgun license or from requiring agreements that prohibit keeping locked handguns in vehicles for lawful purposes.

Prevents employers from prohibiting licensee employees from entering parking lots because their vehicles contain lawfully kept handguns out of sight.

Shields employers and their agents from civil liability for injuries or damages involving handguns allowed under this section and eliminates any requirement to patrol, inspect, or investigate employee handgun compliance.

Creates exceptions for prohibited places listed in state law, property subject to oil/gas/mineral leases with handgun prohibitions, and property of chemical manufacturers or oil refiners where hazardous materials are manufactured or stored.

Allows the Department of Human Services to disallow handguns in locked vehicles for employees transporting children, endangered or impaired adults, or persons with disabilities or mental illness.
