Changes Arkansas Code § 27-35-103 to clarify that maximum vehicle size and weight limitations are "are lawful" throughout the state, with local authorities having no power to alter these limits except as provided in the chapter.

Authorizes local authorities to prohibit or restrict vehicle operation on highways, streets, or roads under their jurisdiction for up to 90 days per calendar year due to deterioration, rain, snow, or other climatic conditions that could damage infrastructure.

Requires local authorities enacting vehicle restrictions to erect and maintain signs designating the provisions at each end of affected highways, streets, or roads, with restrictions becoming effective only after signs are installed.

Permits local authorities to prohibit trucks or commercial vehicles or impose weight limitations on designated highways, streets, or roads, with such restrictions designated by appropriate signage.

Grants the State Highway Commission the same authority as local authorities to determine and impose weight restrictions on state highways, effective upon erection of notice signs.
