Establishes maximum of 277 regular employees for Black River Technical College for fiscal year 2013-2014, with administrative positions ranging from $54,031 to $145,705 annually and classified positions assigned to salary grades C103-C120

Authorizes up to 70 temporary or part-time employees ("Extra Help") at rates not exceeding those in the Uniform Classification and Compensation Act

Appropriates $8,832,161 from the Black River Technical College Fund for personal services and operating expenses, including $6,520,774 for regular salaries and $2,112,116 for personal services matching

Appropriates $34,108,700 from cash funds for personal services, operating expenses, capital improvements, and debt service, including $6,500,000 for regular salaries and $6,500,000 for capital improvements

Takes effect July 1, 2013 as an emergency measure, with all disbursements subject to state procurement law, accounting procedures, and other applicable fiscal control laws
