Establishes maximum of 308 regular employees for East Arkansas Community College (EACC) for fiscal year 2013-2014, including administrative, classified, and academic positions with specified salary ranges.

Authorizes up to 249 temporary or part-time "Extra Help" employees at rates not exceeding those in the Uniform Classification and Compensation Act.

Appropriates $6,652,884 from the East Arkansas Community College Fund for state operations, including $4,723,000 for regular salaries, $21,000 for extra help, and $1,150,000 for personal services matching.

Appropriates $27,400,000 from cash funds for operations including $2,500,000 regular salaries, $15,593,266 for capital improvements, $300,000 debt service, and $2,500,000 for fund transfers and investments.

Effective July 1, 2013 with emergency clause declaring immediate implementation necessary for agency operations and essential governmental programs.
