Establishes maximum of 130 regular employees for Rich Mountain Community College for fiscal year 2013-2014, including administrative, classified, and academic positions with specified salary ranges from $39,234 to $145,705.

Authorizes up to 80 temporary or part-time "Extra Help" employees at rates not exceeding those in the Uniform Classification and Compensation Act.

Appropriates $3,526,305 from the Rich Mountain Community College Fund for state operations including $2,375,000 for regular salaries, $525,000 for personal services matching, and $596,305 for maintenance and general operations.

Appropriates $9,860,742 from cash funds for personal services, operating expenses, capital outlay ($3,000,000), capital improvements ($300,000), and debt service ($350,000).

Declares emergency effective July 1, 2013, and requires all disbursements to comply with state procurement, accounting, budgetary procedures, and fiscal control laws.
