Establishes maximum of 1,061 regular employees for Northwest Arkansas Community College for fiscal year 2013-2014, including administrative, classified, and academic positions with specified salary ranges.

Authorizes up to 360 temporary or part-time employees ("Extra Help") at rates not exceeding the Uniform Classification and Compensation Act rates.

Appropriates $17,010,046 from state operations funds for regular salaries for fiscal year 2013-2014.

Appropriates $201,785,000 from cash funds for personal services and operating expenses, including $47,250,000 for regular salaries, $2,600,000 for extra help, $72,100,000 for operational expenses, $41,000,000 for capital improvements, and $6,510,000 for debt service.

Effective July 1, 2013, with all expenditures subject to compliance with State Procurement Law, General Accounting and Budgetary Procedures Law, and other applicable fiscal control laws.
