Establishes maximum of 407 regular employees for North Arkansas College for fiscal year 2013-2014, including administrative, classified, and academic positions with specified salary rates ranging from $57,867 to $145,705.

Authorizes up to 500 temporary or part-time "Extra Help" employees to be paid at rates not exceeding those in the Uniform Classification and Compensation Act.

Appropriates $9,088,591 from the North Arkansas College Fund for state operations, including $6,700,000 for regular salaries, $1,250,000 for personal services matching, and $1,138,291 for maintenance and general operation.

Appropriates $47,185,000 from cash funds for additional operations, including $5,200,000 for regular salaries, $12,000,000 for capital improvements, and $17,000,000 for fund transfers and investments.

Act becomes effective July 1, 2013, with an emergency clause declaring the appropriations essential to agency operations.
