Authorizes up to 100 temporary or part-time "Extra Help" employees at rates not exceeding those in the Uniform Classification and Compensation Act

Appropriates $5,079,196 from state operations funds for regular salaries ($3,255,000), extra help ($55,000), personal services matching ($810,000), and maintenance and general operations ($945,000 plus $14,196 for conferences and travel)

Appropriates $23,145,953 from cash funds for regular salaries ($4,080,030), extra help ($681,345), personal services matching ($1,935,477), maintenance and operations ($7,849,101), capital improvements ($2,000,000), debt service ($975,000), and promotional items ($25,000)

Takes effect July 1, 2013 as emergency measure to ensure agency operations continue; requires compliance with state procurement, accounting, budgeting, and other fiscal control laws
