Establishes 325 maximum regular employees for Phillips Community College of the University of Arkansas across Helena, Stuttgart, and DeWitt campuses for fiscal year 2013-2014, with specific salary rates ranging from $39,234 to $145,705 for administrative and academic positions.

Authorizes up to 600 temporary or part-time "Extra Help" employees for Helena Campus, 150 for DeWitt Campus, and 150 for Stuttgart Campus at rates not to exceed those in the Uniform Classification and Compensation Act.

Appropriates $27,590,000 in cash funds and $7,424,033 in state operations funds for Helena Campus; $8,770,000 in cash funds and $1,236,235 in state operations funds for DeWitt Campus; and $9,270,000 in cash funds and $1,783,294 in state operations funds for Stuttgart Campus.

Requires compliance with State Procurement Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, Regular Salary Procedures and Restrictions Act, and Higher Education Expenditures Restrictions Act in fund disbursement.

Declares an emergency effective July 1, 2013, stating the appropriations are essential to agency operations and necessary for immediate preservation of public peace, health, and safety.
