Amends Arkansas Code § 14-42-203 to clarify that special elections for city mayors of the first and second class shall be held in accordance with § 7-11-101 et seq., and requires voters to be qualified electors registered to vote in the city precinct where they reside.

Modifies Arkansas Code § 14-43-307(a) regarding aldermen elections in first-class cities to require the county containing the city to make at least one polling place available in each ward, while allowing second-class cities electing aldermen citywide to have only one public polling place.

Amends Arkansas Code § 14-44-103(b) concerning aldermen elections in second-class cities to require qualified electors from any ward may vote at-large, with the county making at least one polling place available in each ward where resident electors may cast ballots.

Repeals Arkansas Code § 14-44-103(d), which previously allowed second-class cities electing aldermen citywide to have only one public polling place for holding elections.
