Requires candidates for alderman in cities with fewer than 50,000 people to designate which alderman office number (one or two) they are seeking when filing their petition, with no permission to change the designation thereafter.

Mandates that county clerks reject any petition for alderman that fails to designate the specific office number being sought.

Requires cities, second-class cities, and incorporated towns to maintain official records documenting each alderman's name and the number of the office held.

Applies the same designation and record-keeping requirements to aldermen elections in second-class cities and incorporated towns with five aldermen positions.
