Amends Arkansas Code § 12-75-108 to add notification requirements when county judges use county labor and equipment on private property during natural disasters

County judges must notify private property owners by any practicable method as soon as possible of: the amount of property needed, the nature of labor and equipment to be used, and estimated duration of use

County judges must provide property owners with an estimated compensation amount for any damage caused by county labor and equipment on their property

Counties must compensate property owners for reasonable damage to their property within 60 days of removing county labor and equipment from the private property
