Establishes maximum of 2,296 regular employees for University of Arkansas at Little Rock for fiscal year 2013-2014, with detailed salary schedules for administrative, classified, academic, and auxiliary positions.

Appropriates $70,558,247 from state operations fund for regular salaries ($59,151,190) and personal services matching ($11,407,057).

Appropriates $371,200,000 from cash funds for regular salaries, extra help, personal services matching, maintenance and general operations, capital improvements, debt service, and fund transfers.

Authorizes $2,000,000 for Nanotechnology Center expenses and $800,000 for William H. Bowen School of Law expenses from University of Arkansas at Little Rock Fund.

Permits Board of Trustees to provide special allowances up to $20,000 annually for athletic director and head coaches and $10,000 for assistant athletic directors and assistant coaches, funded from auxiliary athletic income.
