Appropriates $21,175,064 from the Henderson State University Fund for personal services and operating expenses for fiscal year 2013-2014, including $15,826,826 for regular salaries and $2,750,000 for personal services matching.

Appropriates $103,200,000 from cash funds for fiscal year 2013-2014, including $18,500,000 for regular salaries, $29,500,000 for operating expenses, $25,000,000 for capital improvements, and $9,000,000 for debt service.

Establishes a maximum of 711 regular employees across administrative, classified, and academic positions, plus authorizes up to 950 temporary or part-time employees ("Extra Help") as needed.

Permits the Board of Trustees to provide special allowances up to $10,000 per fiscal year to coaches who coach more than one sport, with annual reporting required to the Legislative Joint Auditing Committee.

Establishes cooperative agreement framework between Henderson State University and College of The Ouachitas, requiring the College to limit Clark County offerings to non-academic technical courses not offered by Henderson State and prohibiting academic courses or remediation in that county.
