Establishes maximum of 1,397 regular employees for Arkansas Tech University for fiscal year 2013-2014, with detailed salary schedules for administrative, academic, classified, and auxiliary positions across main campus and Ozark Campus.

Authorizes up to 1,215 part-time or temporary "Extra Help" employees at rates not exceeding those in the Uniform Classification and Compensation Act.

Appropriates $39,647,948 from state operations funds for personal services ($27,213,790 regular salaries, $2,567,624 extra help, $5,433,679 matching) and operating expenses ($4,054,349).

Appropriates $112,037,398 from cash funds for salaries ($18,385,982 regular, $3,450,000 extra help), operating expenses ($23,796,492), capital improvements ($16,082,440), debt service ($7,669,690), and other expenses.

Permits university president to utilize contingent positions for food service operations if current contract is cancelled, with approval from Department of Higher Education and State Fiscal Officer; allows special allowances up to $10,000 per fiscal year for multi-sport coaches; effective July 1, 2013.
