Establishes maximum of 1,119 regular employees for University of Arkansas - Fort Smith for fiscal year 2013-2014, including administrative, academic, classified, and auxiliary enterprise positions with specified salary ranges.

Authorizes up to 910 temporary or part-time "Extra Help" employees at rates not exceeding those in the Uniform Classification and Compensation Act.

Appropriates $24,677,798 from state operations funds, including $18,620,000 for regular salaries, $647,798 for extra help, and $3,400,000 for personal services matching.

Appropriates $221,901,642 from cash funds for regular salaries ($42,575,000), extra help ($4,291,326), capital improvements ($50,000,000), debt service ($10,773,118), and other operating expenses.

Amends Arkansas Code §19-4-906(a) to increase authorized motor vehicles from 29 to 39 for the university.
