Establishes 489 maximum regular employees for Southern Arkansas University for fiscal year 2013-2014, with detailed salary schedules ranging from $69,072 to $191,237 for administrative positions and faculty positions.

Authorizes 1,900 temporary or part-time "Extra Help" employees at rates not to exceed those in the Uniform Classification and Compensation Act.

Appropriates $16,999,510 from the Southern Arkansas University Fund for state operations, including $14,600,000 for regular salaries, $30,000 for extra help, $2,150,000 for personal services matching, and $100,000 for maintenance and general operations.

Appropriates $54,000,000 from cash funds for operating expenses ($16,942,200), conferences and travel ($1,000,000), professional fees ($1,050,000), capital improvements ($11,225,000), debt service ($3,600,000), and fund transfers ($1,900,000).

Authorizes the Board of Trustees to reimburse faculty tuition and educational expenses for critical shortage areas and permits special allowances up to $10,000 per fiscal year for coaches of multiple sports, effective July 1, 2013 through June 30, 2014.
