Appropriates $5,479,456 from the Tobacco Settlement Program Fund to Arkansas State University's Arkansas Biosciences Institute for fiscal year 2013-2014, including $2,183,519 for regular salaries and $563,273 for personal services matching.

Establishes 49 maximum regular employees including 1 Executive Director of Biosciences Institute at $181,298, 14 faculty research positions ranging from $102,198 to $166,489, and various administrative and support staff across classified and academic positions.

Authorizes up to 50 temporary or part-time "Extra Help" employees to be paid at rates not exceeding those provided in the Uniform Classification and Compensation Act, with $15,450 appropriated for this purpose.

Permits the institution to transfer appropriations between line items only with approval from the Department of Higher Education, Chief Fiscal Officer of the State, and Legislative Council.

Declares Tobacco Settlement funding is not a permanent commitment and prohibits replacement with state funds unless separately appropriated by the General Assembly and authorized by the Governor.
