Appropriates $10,000,000 to the University of Arkansas - Fort Smith from the General Improvement Fund for construction, land acquisition, renovation, and operating expenses.

Allocates funds for personal services and operating expenses for the Boreham Library as part of the appropriation.

Permits the university to supplement the appropriation with grants, donations, Federal funds, and unobligated cash income to finance the full project costs.

Requires strict compliance with state purchasing law, accounting procedures, and fiscal control laws in disbursement of funds.

Establishes an emergency clause making the act effective July 1, 2013, declaring the funding essential to agency operations.
