Reappropriates balances of capital improvement appropriations for the Department of Rural Services, effective July 1, 2013, from Act 14 of 2012.

Allocates $9,857 for grants to counties, municipalities, or eligible entities for operating, construction, improvements, equipment, renovation, and maintenance of African American cemeteries.

Allocates $10,857 for grants to enhance recycling efforts in rural areas.

Allocates $9,875,000 for grants for public buildings, community centers, memorials, parks, amphitheaters, recreation centers, and cemeteries.

Allocates $2,000,000 for grants to county libraries for acquisition, construction, improvements, equipment, and renovation of library services.
