Amends Arkansas Code § 6-45-106(a)(1)(B) to allow Arkansas Better Chance Program funding to be approved for and expended by faith-based early childhood programs when selected by parents rather than state agencies.

Removes the previous requirement that sectarian or sectarian-affiliated program applications be reviewed to ensure compliance with the First Amendment to the United States Constitution.

Establishes that funding approval for faith-based early childhood programs depends on parent selection of the program, not state agency or officer selection.

Declares an emergency, stating the act removes barriers for preschool children to attend quality early childhood centers and is necessary for program continuance in the 2013-2014 school year.

Specifies the act becomes effective on the Governor's approval date, the expiration of the veto period if not acted upon, or the date the last house overrides a gubernatorial veto.
