• Creates a new standard election date framework by establishing § 7-11-304, requiring special elections to be held on the Tuesday after the first Monday in May or November when no primary or general election is scheduled that year.

• Consolidates special election scheduling across dozens of different types of elections (school, municipal, tax, bond, district, and local elections) by directing them to use the standardized dates under § 7-11-304 rather than individual timing requirements.

• Maintains exceptions for special elections held on the same date as preferential primary or general elections, and for elections to fill vacancies, runoff elections, or elections otherwise provided by law.
