Appropriates $1,000,000 from the General Improvement Fund to the Department of Education for grants supporting after-school and educational programs, including personal services, operating expenses, construction, renovation, maintenance, and equipment purchases.

Allows the Department of Education to adopt new rules and regulations to implement the appropriations without restriction by requirements applicable to other programs.

Permits institutions and agencies to supplement state funds with grants, donations, federal funds, and unobligated cash income, provided general operations funds are not diverted for these purposes.
