Appropriates $3,000,000 to University of Arkansas at Pine Bluff for Plant Science Research and Teaching Facilities personal services, operating expenses, equipment, construction, expansion and renovation.

Appropriates $5,000,000 for construction, renovation, maintenance, and purchase of equipment for sports complexes.

Appropriates $2,300,000 for a grant to improve the Advance Science, Technology, Engineering, and Mathematics (STEM) academic enrichment program and conference center renovations.

Appropriates $1,000,000 for matching funds for the 1890 Research and Extension Program and $3,000,000 for general improvement projects including construction, renovation, maintenance, critical maintenance, equipment, security enhancements, technology upgrades, and library resources.

Act becomes effective July 1, 2013, with funds to be paid from the General Improvement Fund or successor fund accounts, subject to state purchasing and fiscal control laws.
