Appropriates $1,000,000 to Southeast Arkansas College from the General Improvement Fund for construction, renovation, maintenance, critical maintenance, equipment, security enhancements, technology upgrades, and library resources

Prohibits contracts and obligations exceeding available State Treasury funds, but allows the college to accept grants, donations, Federal funds, and use unobligated cash income to supplement state funds

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and Department of Finance and Administration regulations in fund disbursement

Specifies that funds disbursed must comply with stated reasons for appropriation as documented in budget manuals, letters, and official minutes of the Arkansas Legislative Council or Joint Budget Committee

Declares an emergency clause making the act effective July 1, 2013 to ensure continuity of operations for the college
