Appropriates $200,000 to the Department of Human Services - Division of Youth Services from the General Improvement Fund for grants to community-based youth program providers.

Authorized uses of funds include personal services, operating expenses, construction, improvements, equipment purchases, renovation, and maintenance expenses.

Appropriations are not restricted by requirements applicable to other programs currently administered by the department.

Funds may be supplemented with grants, donations, federal funds, and unobligated cash income, but cannot be used for maintenance and general operations of the agency.

Act becomes effective July 1, 2013, with an emergency clause declared due to constitutional restrictions on multi-year appropriations and the need for immediate program operation.
