Appropriates $2,000,000 from the General Improvement Fund to the Department of Human Services - Division of Community Service and Nonprofit Support for grants to eligible entities providing nonprofit support throughout Arkansas.

Appropriates $2,000,000 from the General Improvement Fund for grants to eligible entities providing Mental Health and Drug and Alcohol Treatment Services support.

Appropriates $1,000,000 from the General Improvement Fund for grants to community-based programs for personal services, operating expenses, construction, improvements, equipment, renovation, and maintenance.

Allows the Department to adopt new rules and regulations to carry out the appropriations and permits institutions to accept and use grants, donations, and Federal funds to supplement State Treasury funds.

Becomes effective July 1, 2013 with an emergency clause declaring the immediate effectiveness essential to agency operations.
