Appropriates $200,000 from the General Improvement Fund to the Arkansas Department of Emergency Management for grants to Emergency Management Programs covering construction, renovation, maintenance, and equipment purchases.

Allows the Department to accept and use grants, donations, and Federal funds to supplement State Treasury funds for project financing.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws in disbursement of funds.

Specifies that funds must be used in compliance with stated reasons for appropriation as evidenced by budget manuals, letters, and legislative testimony.

Declares an emergency effective July 1, 2013, citing the constitutional prohibition on appropriations for more than one year and the essential need for immediate agency operations.
