Appropriates $500,000 to the Martin Luther King, Jr. Commission from the General Improvement Fund for grants providing outreach to schools, colleges, and governmental entities to further Dr. Martin Luther King, Jr.'s legacy of non-violence.

Allows the Commission to adopt new rules and regulations to carry out the appropriation without being restricted by requirements applicable to other state programs.

Permits the Commission to accept and use grants, donations, federal funds, and unobligated cash income to supplement state funds, but prohibits use of other agency maintenance and operations appropriations.

Requires compliance with state purchasing laws, accounting procedures, budget laws, and fiscal control regulations in disbursement of funds.

Declares an emergency effective July 1, 2013, citing the Arkansas Constitution's one-year appropriation limit and the need for immediate funding to operate the agency.
