• Requires all primate owners to register with county sheriffs within 180 days of the effective date, with one-time initial fee of $50 and $10 per additional primate; registration forms must include owner information, primate description, photographs, and veterinarian statement

• Bans direct public contact with primates except for registered owners, their families, and invited guests; prohibits tethering or allowing primates to run at-large; requires owners to report escapes to law enforcement within 24 hours and pay recapture costs

• Establishes facility and care standards based on USDA Animal Welfare Act requirements and prohibits operating commercial primate breeding facilities in the state

• Violations are Class A misdemeanors; allows law enforcement to seize primates in violation and establishes court procedures for security bonds and disposition of seized animals
