Updates the reference date for applicable federal restrictions and regulations from January 1, 2011 to January 1, 2013 in agreements between the Capitol Zoning District Commission and the City of Little Rock.

Clarifies that agreements with the City of Little Rock do not cede the commission's final authority and responsibility over matters entrusted to it by law.

Requires the City of Little Rock to obtain commission authorization prior to commencing any enforcement actions under an agreement.

Makes violations of the commission's regulations enforceable in Little Rock District Court in the same manner as municipal ordinance violations, applicable only to violations occurring on or after the bill's effective date.

Adds language to the appeals statute clarifying that it does not preclude the City of Little Rock from enforcing the commission's regulations in Little Rock District Court under an agreement with the commission.
